Como he indicado en la opinión minoritaria adjunta el informe Gil-Robles-Tsatsos, la Convención solo era en realidad un grupo de reflexión formado por el Consejo, que no era representativo, no tenía mandato democrático para la toma de decisiones y, además, rebasó los términos de su mandato, ya que, como todo el mundo reconoce ahora, nunca se le pidió que redactara un proyecto de Constitución.
As I stated in the minority opinion attached to the Gil–Robles–Tsatsos report, the Convention was in fact nothing more than a think-tank set up by the Council. It was not representative and it did not have a democratic decision-making mandate. In addition, it exceeded its terms of reference, insofar as it was never asked to draw up a draft Constitution. This has now been universally recognised.
