3. Cuando, bien después de un procedimiento de investigación o con anterioridad al mismo, durante un procedimiento de resolución internacional de litigios y después del mismo se ponga de manifiesto que el medio más apropiado para resolver un litigio derivado de un obstáculo al comercio sea la celebración de un acuerdo con el país o países terceros interesados, que pueda modificar normas sustanciales de la Comunidad y del país o países terceros interesados, se suspenderá el procedimiento con arreglo a lo dispuesto en el artículo 14, y se llevarán a cabo negociaciones con arreglo a lo dispuesto en el artículo 113 del Tratado.
3. Where, either after an examination procedure, or at any time before, during and after an international dispute settlement procedure, it appears that the most appropriate means to resolve a dispute arising from an obstacle to trade is the conclusion of an agreement with the third country or countries concerned, which may change the substantive rights of the Community and of the third country or countries concerned, the procedure shall be suspended according to the provisions of Article 14, and negotiations shall be carried out according to the provisions of Article 113 of the Treaty.
