(3) Considerando que las medidas para la aproximación de las disposiciones de los Estados miembros que tienen por objeto el establecimiento y el funcionamiento del mercado interior deben basarse en un nivel de protección elevado, siempre que se refieran a la salud, la seguridad y la protección del hombre y del medio ambiente; que la presente Directiva debe asimismo garantizar la protección de la población en general, de los consumidores, del medio ambiente y, en particular, de las personas que entren en contacto con dichos preparados peligrosos, ya sea en su trabajo o durante cualquier actividad recreativa;
(3) Whereas measures for the approximation of the provisions of the Member States affecting the establishment and functioning of the internal market must, in so far as they concern health, safety and protection of man and the environment, adopt a high level of protection as a basis; whereas this Directive must, at the same time, ensure protection for the general public, and, in particular, persons who come into contact with dangerous preparations in the course of their work or in the pursuit of a hobby, protection for consumers and for the environment;
