– (FR) Madam President, Commissioner, ladies and gentlemen, in this own-initiative report Mr Albertini has emphasised the need to establish a cross-cutting policy taking all aspects into account: transport, energy and the environment.

The main task of the group is to give advice to the Commission, as well as to policy makers and stakeholders on fostering the consistency of policy/legislative initiatives in the domains of competitiveness, energy and environmental policies through closer coordination.

For this purpose a High Level Group on Competitiveness, Energy and the Environment will be set up. It will function as an advisory platform bringing together the Members of the Commission for Enterprise and Industry, Competition, Energy, and the Environment as well as all relevant stakeholders.

8. Takes the view that access to energy is an indispensable component of development and therefore constitutes an economic and social right; welcomes the EU Energy Initiative, but deplores the fact that no new financial resources have been allocated to address effectively the energy/poverty nexus as well as the energy/environment nexus; emphasises that the establishment of a special EU Sustainable Energy Fund - like the one considered for water - would represent a significant contribution to the solution of energy poverty;
