Prisons are filled with men and women (the latter account for less than 10% of the prison population) whose income is often far below the poverty level, who are illiterate or poorly educated, do not have a stable job, who lack a sense of moral or civic responsibility, who are cut off from family and friends and who were often the victims of criminal behaviour before becoming criminals themselves. The overwhelming majority (95%) of prisoners meet at least three of these five criteria.
