Former Prime Minister Pierre Pflimlin, a champion of Europeanism who died yesterday and to whom I wish to pay public homage, was appointed Agriculture Minister by Schuman to tackle the food shortage caused by the fact that France's agricultural production in 1945 was only two-thirds of its average production between 1934 and 1938, a period noted for its poor harvests.
