This can only be achieved if there is a strong commitment on the part of the Member States to develop such key instruments as ESSPROSS, which deals with financing and expenditure on the different branches of social protection, SILC, the annual EU-wide survey of the income and living conditions of households, and the System of Health Accounts (SHA).
