En la primavera de 2005, el Parlamento Europeo y el Consejo Europeo, basándose en la Comunicación de la Comisión «Ganar la batalla contra el cambio climático mundial», reafirmaron el objetivo de la UE de que las temperaturas de la superficie terrestre no debían aumentar más de 2 °C en relación con los niveles preindustriales, a fin de evitar entrar en un cambio climático antropogénico peligroso e irreversible.
On the basis of the Commission Communication “Winning the Battle Against Global Climate Change” the European Parliament and the European Council in spring 2005 re-affirmed the EU objective that global surface temperatures should not rise by more than 2°C compared with pre-industrial levels in order to prevent dangerous and irreversible anthropogenic climate change.
