1. Recuerda que el Tribunal de Cuentas («el Tribunal»), en su informe sobre las
cuentas anuales del Instituto Europeo de Innovación y Tecnología («el Instituto») correspondientes al ejercicio 2013, por segundo año consecutivo no ha hallado garantías razonables sobre la legalidad y regularidad de las operaciones de subvención; señala que, en la opinión del Tribunal, la calidad de los certificados, que cubren aproximadamente el 87 % del gasto correspondiente a subvenciones, se ha visto comprometida al haber sido expedidos por empresas de auditoría independientes contratadas por los beneficiarios de las subvenciones; recuerda además que,
