Takes the view that we need a 'New Deal' to relaunch the real economy; emphasises, in this respect, the need for concerted Europe-wide action, especially on an investment strategy to achieve energy-efficiency and CO2-reduction goals; considers that the European Investment Bank should have a strengthened role so that it can contribute to meeting these objectives; welcomes, in this context, the EIB's decision to mobilise EUR 30 billion to support European SMEs and its commitment to step up its ability to intervene in sustainable infrastructure projects; stresse ...[+++]s that millions of small projects, such as housing insulation and the installation of zero-carbon devices, represent the most cost-effective and employment-creating form of an ecological New Deal;

Stresses that the European Union needs to combine its rescue operation designed to stabilise the banking and credit system with measures to revive and stabilise the ‘real economy’, setting it on a path towards environmentally and socially sustainable development; welcomes the European Investment Bank’s decision to mobilise EUR 30 billion to support European SMEs and its undertaking to step up its ability to intervene in infrastructure projects as a positive first step, but points out that the amount of EUR 30 billion is insufficient; calls on the Commission and the Council to go further in this direction by drawing up a ‘European I ...[+++]nvestment Programme for Sustainable Development, Employment and Social Inclusion’ of at least 1 % of EU GDP, which should be complemented by similar public investment programmes on the part of the Member States in order to stabilise the economy, counter climate change and promote full employment with high-quality jobs and social rights;

– (DE) Mr President, as I see it, the problem is not so much that we provide too little money or that we would have no opportunity to do something from our side, the problem is the absorption capacity of these countries along the southern shore of the Mediterranean and the fact that, so far, we have been unable to make sure the projects are in place and the money is used for the required purpose.

These range from the obscure reshaping of the respective tasks of the European Investment Bank and the European Investment Fund, to the draft Directive on banks' own resources, which we have still to be persuaded will have an impact on the ability of a business to obtain a loan.
