El Convenio Internacional del Café, de 2001, y el Acuerdo sobre Tecnología de la Información adoptado en el marco de la Conferencia de la OMC celebrada en Singapur, en 1996, dieron lugar a la supresión de los derechos de aduana de numerosos productos y por lo tanto redujeron la cobertura nominal del SPG (abriéndoles así enteramente el mercado comunitario). El tercer factor se deriva del aumento de los acuerdos bilaterales o regionales de libre comercio.
The international agreement on coffee, dating from 2001, and the ITA (Information Technology Agreement) adopted in 1996 at the WTO Ministerial Conference in Singapore, both led to the abolition of customs duties on a great number of products and thus a corresponding reduction in nominal GSP coverage, whilst totally opening to them the Community market; and (3) the increasing number of bilateral and regional free trade agreements.
